MOE Tuition Grant (Subsidy scheme)

  • The MOE Tuition Grant is a grant provided by the Government of Singapore to help students manage the costs of full-time tertiary education in Singapore.
  • Eligible Singapore citizens, permanent residents and international students enrolled in full-time undergraduate programmes at the autonomous universities may receive it. 
  • Students who receive a Tuition Grant are required to work for a Singapore entity for three years upon graduation. Those who do not wish to take up a Tuition Grant and its bond obligation will pay non-subsidised fees throughout their studies.
  • International students who are interested in obtaining the MOE Tuition Grant to subsidise their tuition fees are required to indicate that they are opting for TG in their online admission application form.

Student Pass

  • Those who wish to study in Singapore will require a Student’s Pass. It is an equivalent of a student visa for international students.
  • To apply for a Student’s Pass, students must be accepted into an approved full-time course in Singapore. Part-time courses and courses conducted in the evening or on weekends are not eligible.

SOLAR

  • The Immigration & Checkpoints Authority (ICA) has introduced the online submission of Student’s Pass applications via the SOLAR (Student’s Pass On-Line Application and Registration) system to students who wish to study in Singapore.

eForm 16

  • Inside SOLAR, submit the eForm 16. It is a Student’s Pass application form with details about your travel history, SOLAR application number, personal details, documentation, etc.
  • The form should be submitted by the student and not by others, especially through an agent. Immigration will not allow changes to the information after submission.
  • It must be submitted within 7 days of receiving the SOLAR number.

In-Principle Approval (IPA) Letter

  • An IPA is issued to an applicant while pending completion of formalities for the following immigration facilities: Singapore Citizenship, Permanent Residence, or Long-Term Visit Pass. 
  • If your application is successful, the ICA will issue you an In-Principle Approval (IPA) letter. Your Student’s Pass will only be issued if you meet all the requirements stipulated in the letter.
  • If you require a visa to enter Singapore, the visa will be automatically included in your In-Principle Approval (IPA) letter.
